Not much details about the special conditions was discussed as all the Mutual Agreement between the Gov't and Walt Disney is confidential. What focus the most is the unfair terms agreed by our Gov't , while at the same time, the whole land grant process seems too fast that some of the essential steps and condition was missed out.
